ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT
COUNCIL MEMO NO. 2026-
September 8, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Melissa Hon, City Manager
ShamRA Robinson, Deputy City Manager
Lacie Elzy, Economic & Community Development Director
SUBJECT: Resolution Approving Bid with Henson Robinson Company for Boiler Pump
Replacement at 130 North Franklin Street.
RECOMMENDATION: City staff recommends that City Council approve the attached
Resolution accepting the bid from Henson Robinson Company for boiler pump replacement
work at the Decatur Public Library, located at 130 N. Franklin St. and authorizing the issuance of
a purchase order.
BACKGROUND: The City Council previously approved Resolution R2024-232 authorizing the
replacement of the chiller at the Decatur Public Library. Replacing the boiler pump will help
ensure the continued integrity and reliability of the building's mechanical system while
protecting the City's previous investment in the facility.
City staff prepared bid specifications and solicited bids for the required boiler pump replacement.
Henson Robinson Company submitted the lowest responsive and responsible bid and is
recommended to complete the project.
Henson Robinson Company submitted a base bid of$82,553. Staff recommends including a 15%
project contingency of$12,383 for potential unforeseen conditions, resulting in a total not-to-
exceed amount of$94,936. The contingency will be used only if necessary.
POTENTIAL OBJECTIONS: None anticipated.
STAFF REFERENCE: Should the City Council have any questions, they may contact Lacie
Elzy, at 217-542-3559 or Lelzy@decaturil.gov
BUDGET/TIME IMPLICATIONS: Funding for this project is available within the previously
authorized budget. Approval of this budget will allow this project to commence prior to the end
of the year.
