EXHIBIT 3 <br /> MEMORANDUM OF LAKE DECATUR WATERSHED FARMLAND <br /> CONSERVATION PROGRAM AGREEMENT <br /> THIS MEMORANDUM WITNESSETH that Rita Jo Randol, OWNER, and THE CITY OF <br /> DECATUR,ILLINOIS,an Illinois municipal corporation,CITY,have entered into a Lake Decatur <br /> Watershed Farmland Conservation Program Agreement for the protection of Lake Decatur <br /> watershed,soil erosion control,nutrient management and water quality improvement affecting the <br /> following described premises situated in Macon County, Illinois,to-wit: <br /> Legal Description: <br /> A tract of land situated in the Northwest Quarter(NW 1/4) of Section 11, Township 15 <br /> North, Range 2 East of the Third Principal Meridian, Macon County, Illinois, the boundary <br /> of which is described as follows: <br /> Beginning at the iron pin monument at the Northwest Corner of said Section 11,proceed on <br /> the West line of the Northwest Quarter of said Section 11, on a local bearing South 00 <br /> degrees 00 minutes 00 seconds East, 1340.26 feet to an iron pin monument; thence South <br /> 89 degrees 43 minutes 01 seconds East, 2673.46 feet to the iron pin monument on the East <br /> line of said Northwest Quarter; thence on said East line North 00 degrees 04 minutes 53 <br /> seconds West, 1330.54 feet to the stone monument at the Northeast Corner of the <br /> Northwest Quarter of said Section 11; thence on the North line of said Northwest Quarter <br /> North 89 degrees 30 minutes 29 seconds West 2671.64 feet to the point of beginning, <br /> subject to the rights of the public in and to that portion off of the West side thereof as used <br /> for the public road purposes, as shown in Survey dated May 16, 1995 and revised May 23, <br /> 1995 by Richard L.
