Council Memo
Fire Department
2026-17
DATE: September 21, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Neil Elder, Fire Chief
RE: Resolution Authorizing the Acquisition of Motorola APX 1500E Mobile Radios
SUMMARY RECOMMENDATION:
City Administration recommends City Council approval of the attached resolution authorizing
the City of Decatur to enter into an agreement with Motorola Solutions, Inc. for the purchase of
ten(10) Motorola APX 1500E mobile radios and related communications equipment at a cost not
to exceed $51,281,53.
BACKGROUND:
The Decatur Fire Department relies heavily on mobile radio communications to provide safe and
effective emergency response operations throughout the City of Decatur. Reliable
communications equipment is essential for firefighter safety, interoperability with regional
agencies, and maintaining effective incident command operations during emergency incidents.
The department's current mobile radios are aging and are increasingly requiring maintenance and
repairs. Replacement of these radios will improve communications reliability and operational
effectiveness while ensuring compatibility with the STARCOM communications system.
The proposed purchase includes ten(10) Motorola APX 1500E mobile radios, software
licensing, AES encryption, remote speaker and microphones, and related programming and
communications accessories. The radios also include three-year essential service coverage.
Approval of this resolution will authorize the City Manager to execute the necessary agreement
and associated purchase documents with Motorola Solutions, Inc.
POTENTIAL OBJECTION: None
STAFF REFERENCE: Neil Elder, Fire Chief, 424-2811, Toby Jackson, Assistant Fire Chief,
424-2811. Chief Elder or Assistant Chief Jackson will attend the council meeting to answer any
questions the Council may have regarding this purchase.
