Council Memo
Information Technology Department
No. 2026-398
DATE: 10/5/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Travis Schanaman, Director of Information Technology
SUBJECT: Resolution Authorizing Renewal of Agreement with OpenGov Inc. for the Continued Use of the
OpenGov Platform
SUMMARY RECOMMENDATION: Staff recommends that the City Council approve the attached
resolution, authorizing the City Manager or their designated alternate to pay OpenGov Inc, for continued use of
the permitting and licensing, and code enforcement workflow platform.
BACKGROUND: The City of Decatur has contracted with OpenGov to support streamlining and increasing
the visibility of the Permitting and Licensing, and Code Enforcement and to reduce human processing time.
This is a web-based and cloud-hosted platform used to coordinate activities in the areas listed. This system
generates reports, letters and notifications and is designed for personnel and residents to check on and view the
status of submissions from any device from anywhere an active internet connection can be obtained.
IT staff have invested 1,550 hours in the last year in the development and configuration of the platform, to
include integration into GIS and have assisted departments in identifying redundant and inefficient processes,
simplifying them as IT staff build out the workflows. Additionally, the use of the application has assisted in
identifying an opportunity to address 5,600 records for expired permits and to correct and end a credit holding
process that was ineffective.
LEGAL REVIEW:
PRIOR COUNCIL ACTION: In FY2025 and FY2024, the City of Decatur budgeted for and approved the
purchase of subscription to the OpenGov platform and professional services.
POTENTIAL OBJECTIONS: None
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Travis J. Schanaman, IT Director, (217)450-2236
BUDGET/TIME IMPLICATIONS: The total for this contract renewal is $42,397.38 for 12 months for access
to the OpenGov platform. This is within expectations and projections for this particular module.
ATTACHMENTS:
1. RESOLUTION AUTHORIZING RENEWAL OF AGREEMENT WITH OPENGOV INC.
