The City Plan Commission voted 6-0 to recommend approval of the petition at the September 10, 2026,meeting. The minutes of the meeting are attached. The Historical and Architectural Sites Commission voted on September 29, 2026, to recommend approval of the Conditional Use Permit BACKGROUND: The subject petition is a request for a Conditional Use Permit to allow for Historic Neighborhood Preservation Use in the R-6 district. The purpose is to restore and preserve the historical site so that it may be used as a destination event venue. Currently the City's Zoning Ordinance does not have a stated use for"Wedding Venue" but does allow a wide latitude of uses as part of a "Historic Neighborhood Preservation Use" which is a Conditional Use in the R-6 district. The applicant does not propose to alter the exterior of the mansion (except for roofing, balcony stabilization, and if necessary,window replacement). The applicant states that the restoration will take 1-5 years to complete and have fully operational as a wedding and event venue.
