June 2026 Bypass Plan at N MLK Crossing Revision 0
Purpose
This document presents the bypass pumping plan required to support Cured-in-Place Pipe(CIPP)
rehabilitation of the existing sanitary sewer near the Norfolk Southern(NS)railroad crossing south of E
Wabash Avenue and N Martin Luther King Jr. Drive in Decatur, Illinois. The purpose of this plan is to
demonstrate that bypass operations will:
• Maintain uninterrupted sewer service during CIPP installation
• Avoid all encroachment, loading, excavation,or equipment placement within Norfolk Southern's
right-of-way(ROW).
• Comply with NS engineering, safety, and property protection requirements.
Existing Sewer Conditions and Railroad Crossing
The existing 72x48-inch sanitary sewer crosses beneath the tracks along N MLK Dr. Flow monitoring
equipment installed south of the crossing recorded an average flow of 1.136 MGD.Taking into account a 1.2
factor of safety,a bypass design flow of 1.36 MGD was determined.
The sewer crossing is located below the tracks and does not require excavation or disturbance within the NS
zone of influence. All bypass activities occur outside NS property limits.
Proposed Bypass Plan
The proposed bypass piping diverts flow from MH 20-64, routes it east one block(above grade),and the
proposed piping is routed through an existing 90-inch storm sewer that continues south(below grade),
beneath the railroad at N Morgan Street. From the Morgan Street crossing, the bypass line continues west
(above grade)along E Cerro Gordo Street and discharges into MH 37-15,where gravity flow resumes south
along N Martin Luther King Jr. Drive. The City has authorized use of the storm sewer system for the purposes
of this bypass plan.
• No bypass piping crosses NS tracks
• All pumps, hoses,or equipment pertaining to this work will utilize existing storm sewer
infrastructure to cross beneath the NS ROW.
• No excavation occurs within the influence zone
• All routing remains within public ROW or City-controlled property
1 Norfolk Southern
