COUNCIL MEMO
Economic and Community Development Department
No. 2026-62
DATE: October 19, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Melissa Hon, City Manager
Lacie Elzy, Director of Economic & Community Development
Miranda Lambert, Assistant Director of Economic & Community Development
SUBJECT: Ordinance Granting Conditional Use Permit for Historic Neighborhood
Preservation Use at 357 West Decatur Street
SUMMARY RECOMMENDATION: This item is being brought back before the City Council
to make an administrative correction to the Parcel Identification Number (PIN) included in the
previously approved Ordinance Number 2026-36 approved on October 5, 2026. This update will
ensure the property is accurately identified in the City's records. No other changes are being
proposed to the original Council action.
Staff recommends that the City Council approve the corrected ordinance to accurately reflect the
Parcel Identification Number(PIN) associated with the property.
BACKGROUND: The subject petition is a request for a Conditional Use Permit to allow for
Historic Neighborhood Preservation Use in the R-6 district. The purpose is to restore and
preserve the historical site so that it may be used as a destination event venue.
Currently the City's Zoning Ordinance does not have a stated use for"Wedding Venue" but does
allow a wide latitude of uses as part of a "Historic Neighborhood Preservation Use" which is a
Conditional Use in the R-6 district.
The applicant does not propose to alter the exterior of the mansion (except for roofing, balcony
stabilization, and if necessary, window replacement). The applicant states that the restoration
will take 1-5 years to complete and have fully operational as a wedding and event venue.
For further details, please refer to the attached Plan Commission staff report
POTENTIAL OBJECTION: There are no known objectors to the petition
INPUT FROM OTHER SOURCES: n/a
STAFF REFERENCE: Any additional questions may be forwarded to Lacie Elzy
lelzy@decaturil.gov) or Miranda Lambert(mlamberta)decaturil.gov)
BUDGET/TIME IMPLICATIONS: None.
