6. EVALUATION CRITERIA <br /> This is a Qualifications-Based Selection (QBS) procurement. Proposals will be evaluated and <br /> ranked by a selection committee including City of Decatur staff and/or their representative based solely <br /> on the qualifications criteria and weights below; cost is not a factor in the ranking. Evaluation criteria <br /> and weights: <br /> Evaluation Criterion Weight <br /> STB Proceeding Experience — direct experience in STB merger or 40% <br /> comparable federal rail regulatory proceedings; prior work product <br /> for public agency clients <br /> Technical Approach — methodology rigor,workstream integration, 35% <br /> and suitability for STB evidentiary standards <br /> Team Qualifications — project manager, key staff depth, and 25% <br /> subconsultant qualifications across all workstreams <br /> Following qualifications-based ranking, the City will open the sealed Cost Proposal of the top-ranked <br /> firm only and negotiate scope and fee with that firm. If the City is unable to reach agreement on fair and <br /> reasonable compensation with the top-ranked firm, negotiations will terminate and the City will <br /> proceed to the next-ranked firm, consistent with Qualifications-Based Selection (QBS) procedures under <br /> the federal Brooks Act (40 U.S.C. §§1101-1104) and the methodology of the Illinois Local Government <br /> Professional Services Selection Act (50 ILCS 510).The City reserves the right to conduct interviews with <br /> shortlisted firms prior to final ranking.
