The consultant work will require approximately five to six weeks with completion
targeted for November 11. October 5 is the final regularly scheduled Council meeting
that would allow the project to begin on time.
FISCAL IMPACT: The cost will not exceed $124,991 for the work required to meet the
STB deadline by November 18, 2026, and the City will fund this analysis through Fund
84. The work is important for the community because the UP-NS merger is expected to
have significant impact on Decatur, and a documented, City-specific analysis will allow
the City to protect local interests in the Surface Transportation Board proceedings.
POTENTIAL OBJECTIONS: Staff are not aware of any objections.
STAFF REFERENCE: Should the City Council have any questions; they may contact
ShamRA Robinson at srobinson@decaturil.gov.
TIME IMPLICATIONS:
Sept. 30, 2026 STB deadline for Notices of Intent to Participate
(party-of-record status)
Nov. 11, 2026 Target date for substantial completion of Decatur's consultant
analysis
Nov. 18, 2026 STB deadline for comments, protests, and requests for conditions
Feb. 16, 2027 Responses to comments due
May 28, 2027 Final briefs due; STB decision expected within 90 days of record
close
