COUNCIL MEMO <br /> ECONOMIC AND COMMUNITY DEVELOPMENT <br /> No. 2026-56 <br /> DATE: October 5, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Economic and Community Development Director <br /> LeAnne Bond, Interim Grants Manager <br /> SUBJECT: Resolution Authorizing Agreements with U.S. Department of Housing and <br /> Urban Development(HUD) for Community Development Block Grants <br /> (CDBG) and Home Investment Partnership (HOME) Funds FY 2026 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve <br /> the attached resolution authorizing the Grant Agreements with the U.S. Department of <br /> Housing and Urban Development(HUD) for Community Development Block Grants <br /> (CDBG) and Home Investment Partnership (HOME) Funds FY 2026 <br /> BACKGROUND: In accordance with the guidelines set forth by the U.S. Department of <br /> Housing and Urban Development (HUD), the Grants Division develops an Annual <br /> Action Plan. The Annual Action Plan describes funding allocations for program year <br /> 2026 along with strategic implementation of the priorities identified in the City's Five- <br /> Year FY 2025-2029 Consolidated Plan. <br /> The City of Decatur received approval from HUD of the FY 2025-2029 Consolidated <br /> Plan and FY 2026 Action Plan on September 16, 2026. The City was awarded <br /> $1,343,940.00 of Community Development Block Grant(CDBG) and$356,854.50 of <br /> Home Investment Partnership (HOME) funds for FY 2026.The FY 2025-2029 <br /> Consolidated Plan and FY 2026 Action Plan can be reviewed at our website here: <br /> https://www.decaturil.gov/583/Public-Notices <br /> BUDGET/TIME IMPLICATIONS: The City was awarded$1,343,940.00 of <br /> Community Development Block Grant(CDBG) and $356,854.50 of Home Investment <br /> Partnership (HOME) funds for FY 2026.
