INFORMATION FOR BIDDERS ' <br /> The Bidder's attention is directed to the fact that all applicable state laws, municipal <br /> ordinances, and the rules and regulations of all authorities having jurisdiction over construction ' <br /> for the project shall apply to the Contract throughout, and they will be deemed to be included in <br /> the Contract the same as though herein written out in full. <br /> No interpretation of the meaning of the plans, specifications or other pre-bid documents , <br /> will be made to any Bidder orally. Every request for such interpretation should be in writing <br /> addressed to Matthew C. Newell, P.E., City Engineer, at # 1 Gary K. Anderson Plaza, Decatur, , <br /> Illinois 62523, and to be given consideration must be received at least five (5) days prior to the <br /> date fixed for the opening of bids. Any and all such interpretations and any supplemental <br /> instruction will be in the form of written addenda to the Contract Documents which, if issued, <br /> notification will be e-mailed to all prospective Bidders (at the respective e-mail addresses <br /> furnished for such purposes), not later than three (3) calendar days prior to the date fixed for the <br /> opening of bids. Failure of any Bidder to receive any such addendum or interpretation shall not <br /> relieve such Bidder from any obligation under their bid as submitted. All addenda so issued <br /> shall become part of the Contract Documents. It shall be the responsibility of each Prospective <br /> Bidder to verify that each addendum has been received applicable to the project. Addenda may ' <br /> also be viewed on the City's web site at www.decatun*l.gov /Department/ Public Works / <br /> Contractor Project Bid Information and www.DecaturBlue.com. <br /> The City of Decatur maintains City project information on the City's web site at ' <br /> www.decaturil.gov/Departments/Public Works /Contractor Project Bid Information. It lists the <br /> current projects at the City with bid information including bid opening dates and current bid <br /> holders. It is recommended that all Prospective Bidders check this Information on the City's ' <br /> web site and at www.DecaturBlue.com for the status of the particular project they are interested <br /> in bidding prior to turning in bids. <br /> The successful Bidder, upon award of a Contract, shall commence work on the date w <br /> specified in the "Notice to Proceed" and shall substantially complete all work in accordance with <br /> the time allocated in the contract. Should the Contractor fail to substantially complete all work <br /> in the allotted time period, liquidated damages shall be assessed as outlined in the General <br /> Conditions. <br /> Attention of the bidders is directed to the arrangement and contents of the contract <br /> documents and Specifications with reference to the project. One extra bid form is included, <br /> detached from the remainder of the contract documents. Such detached bid form may be ' <br /> completed and submitted as the Contractor's bid. <br /> 8 , <br />
