' OF'DFC'
A
C
V M
CITY OF DECATUR ILLINOIS
■ #1 GARY K. Anderson Plaza
Meeting Attendees:
' Ci: Matt Newell, David Horn Jerry Stevens
Contractors:
Burdick Plumbing& Heating Jeff Burdick, Jared Burdick
' Entler Excavating Company Inc. Stuart Entler
Pre-bid Meeting Minutes
' Matt Newell reviewed the minority participation goals for the subject public works contracts (City Code—
Chapter 28, Article 10). The meeting was held in part to discuss the contract requirements for completion of the
' Minority Business Enterprises (MBE)portions of the contracts and how to employ good faith efforts in meeting
the goals.
' Newell read to those in attendance the material within Section 10-1. Polic : and the Illinois Business Enterprise
for Minorities, Females and Persons with Disabilities Act, 30 ILCS 575/2 of the handout provided to all
attendees. Discussion followed:
' 1. The definition used by the City of Decatur that a"minority person" is (a) American Indian or Alaska
Native, (b)Asian, (c) Black or African American, (d)Hispanic or Latino, or (e)Native Hawaiian or
' other Pacific Islander is very limiting and difficult to attain given the limited pool of qualified minority
contractors in the area. IDOT allows all disadvantaged groups to be used to meet the stated goals.
Discussion: It was pointed out that the action of the City Council was strictly addressing minority
' goals.
2. Procedure for submitting the correct documentation for bidding contracts.
Discussion: It is necessary to show all efforts to obtain minority business participation for
subcontracting opportunities. If bids are received, provide the bids and show that you are taking the
lowest responsible bidder who may or may not be a MBE.
3. Can suppliers be included in the MBE fulfillment goal?
Discussion: Yes, using a minority supplier will serve toward meeting the 10% dollar amount being
performed by MBEs.
' America's Agribusiness Center
