CITY OF DECATUR
CRITICAL SEWERS REHABILITATION
FACILITIES PLAN AMENDMENT
CITY PROJECT 2011-03
1. SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
1.1 Lake Shore Drive Sewer
1.1.1 Summary—East Trunk Line
The existing 30-inch and 36-inch combined sewers from the intersection of Eldorado and
25th Street to the junction structure at the intersection of Lost Bridge Road and Lake
Shore Drive are in a deteriorated condition due to an apparent corrosive atmosphere.
The aggregate of the concrete pipe is exposed in every pipe section that was inspected,
rebar is visible in some areas, and the vitrified clay liner plate sections are failing.
1.1.2 Summary— West Trunk Line
The existing 72-inch and 84-inch combined sewers along Lake Shore Drive from the Lost
Bridge Road intersection to the junction structure at the South Water Treatment Plant are
losing the gunite lining due to an apparent corrosive atmosphere and exhibit general age-
related deterioration. Prior reports indicate erosion of the flow line and sediment
accumulation.
1.1.3 Summary—MLK Branch
The existing 24-inch through 48-inch combined sewers of the MLK Branch of the Lake
Shore Drive Sewer show periodic cracks affecting the structural integrity of the pipe,
active infiltration, root intrusions, and defective service connections.
1.1.4 Summary— 16t" Street Branch
The existing 39-inch through 54-inch combined sewers of the 16th Street Branch exhibit
areas of cracked pipe, active infiltration sources, and defective service taps. Every sewer
segment in this branch showed mineral deposits at the joints. From the Vanderhoof
Street intersection on 16th Street to the junction structure at Lost Bridge Road, the pipes
show deterioration due to an apparent corrosive atmosphere. The liner plate invert in the
last 180 feet is frequently broken or missing.
1.1.5 Conclusions
The trunk lines and branches of the Lake Shore Drive Sewer all serve mature, developed
areas. The capacity of the existing sewers should be sufficient for the foreseeable future,
but the already corroded pipe will continue to deteriorate. Points of active infiltration,
cracked pipe, and root intrusions will worsen over time. Emergency repairs would likely
BGM 11-050 Page 1 of 119
City Project 2011-03 Critical Sewers Rehabilitation
Facilities Plan Amendment
