Zientara, Interim City Manager <br /> Jeff Abbott, Fire Chief <br /> RE: Acquisition of Fire Apparatus <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached resolution granting consent for the <br /> acquisition of a Pierce Impel Pumper fire apparatus replacing a 1994 Pierce Pumper fire apparatus. <br /> BACKGROUND: <br /> The City Fire Department acquired the fire apparatus to be replaced in 1994. This apparatus has an <br /> accumulated use of 121,312 miles and 10,131 engine hours. The 10,131 engine hours equates to <br /> 607,860 road miles of usage. One engine hours equals 60 road miles for diesel engines. This apparatus <br /> has been on the schedule for equipment replacement for the last two (2) years. The 1994 apparatus is <br /> the oldest equipment in the fleet and upon replacement will be sold through the normal City vehicle <br /> disposal process, with proceeds to be deposited into the Fire Capital Fund. <br /> The pumper apparatus is to be acquired is manufactured by Pierce Manufacturing of Appleton, <br /> Wisconsin. The apparatus is a Pierce Impel 1500 gallon per minute pumper with a 500 gallon water tank. <br /> The apparatus will be purchased through a fire apparatus consortium buying group, the HGACBuy Group, <br /> which is a Texas based buying group out of the Houston/Galveston Area. The City has elected to utilize <br /> this consortium buying group at the recommendation of the manufacturer. The City previously acquired <br /> fire apparatus through the NorthWest Municpal Conference ("NWMC") buying group, which suspended <br /> the heavy truck purchasing program in 2014, rendering fire apparatus acquisition through the NWMC as <br /> an option no longer available. Apparatus acquisition through the HGACBuy Group is similar to acquisition <br /> through a state bid process. <br /> The utilization of the HGACBuy Group allows the City to acquire the apparatus at consortium buying <br /> pricing and does not negatively impact the City in any pricing matter. This is the most affordable <br /> mechanism for acquisition of the apparatus. <br /> The acquisition has been contemplated in the 2015 Council approved budget, whereby, the apparatus <br /> would be acquired and delivered in late calendar 2015, under a financing acquisition scenario. Financing <br /> will be shopped to local banks as the first priority, and second to other financing institutions should local <br /> financing not be a desirable option. <br />
