-2-
The Coalition estimates that these expert services will cost between $220,990 - $262,240 with
Decatur's share being $25,913.47 - $39,095.36. The cost cannot be precisely defined at this time
since:
1. It is not known exactly which additional communities may join the Coalition in the near
future.
2. Depending on the outcome of the DeWitt County Board siting hearing, the Illinois
Pollution Control Board administrative review may or may not occur.
Attached are three worksheets summarizing the Coalition's options and estimated costs. The
City of Decatur's cost is estimated to not exceed $39,095.36.
On March 11, 2015 the United States Environmental Protection Agency (USEPA) designated the
Mahomet Aquifer in Illinois as a Sole Source Aquifer. This recognizes that if the aquifer were to
be contaminated, it would create a significant public health hazard as there are no physical or
economical feasible alternative drinking water sources to serve the 500,000 people that rely on
the aquifer. This designation will greatly assist the Coalition and many others to petition the
DeWitt County Board to deny local siting for Clinton Landfill, Inc.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Wendy Morthland, Corporation Counsel,217-424-2807 or wmorthland@decaturil.gov
Keith Alexander, Director of Water Management, 217-424-2863 or kalexander@decaturil.gov
BUDGET/TIME IMPLICATIONS:
Funding for this expenditure will be provided by the Water Fund, Water Administration
Division. It is imperative that the agreement be approved now so that the Coalition can acquire
the expert services in the near future.
Attachments
cc: Joseph Hooker, Assistant City Attorney, City of Champaign
