FINANCIAL MANAGEMENT DEPARTMENT <br /> #2015-01 <br /> DATE: February 24, 2015 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Gregg D. Zientara, Interim City Manager <br /> SUBJECT: Reciprocal Agreement on Exchange of Information between the City of Decatur <br /> and the State of Illinois, Department of Revenue pursuant to Illinois Retailers' <br /> Occupation Tax Act, Service Occupation Tax Act, Use Tax Act and the Service <br /> Use Tax Act <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing the Mayor of <br /> the City of Decatur to enter into such agreement as required by the Department of Revenue to <br /> enable the City of Decatur to receive periodic information concerning sales tax and other tax <br /> disclosures as identified in the subject of this memorandum, for the purpose of informational <br /> sharing of tax revenues derived from City of Decatur sources. <br /> City ability to have access to such information is necessary for City understanding of certain <br /> primary revenue sources funding City operations. <br /> BACKGROUND: <br /> The City of Decatur has received such informational disclosures from the State of Illinois <br /> Department of Revenue in the past. This agreement simply renews and affirms the previous <br /> arrangements between the City of Decatur and the State of Illinois Department of Revenue <br /> concerning the provision of such information. <br /> This agreement allows the City of Decatur access to confidential State of Illinois information <br /> regarding sales and use tax information concerning those business enterprises subject to sales <br /> and use tax operating within the City of Decatur. <br /> The agreement stipulates City requirements to the safeguarding of such information as <br /> confidential and proprietary. <br /> POTENTIAL OBJECTION: <br /> There are no known objections to this ordinance request. <br /> INPUT FROM OTHER SOURCES: <br /> No input from other sources. <br />
