Exhibit A
City of Decatur
Midwest Inland Port Transportation Plan and Capital Improvement Plan
Scope of Work
The following scope of work(SOW) outlines AECOM work tasks that will be completed as part of the
Midwest Inland Port(MIP)study. The SOW addresses both aspects of the MIP study—the
Transportation Plan and the Capital Improvement Plan (CIP). The Transportation Plan will occur first and
identify the overall mobility and multi-modal needs within the MIP study area. The CIP will begin when
the transportation/mobility/freight needs have been established. The final scope for the CIP will be
established after the MIP Transportation Plan is completed.
MIP Transportation Plan
The MIP Transportation Plan will analyze and identify improvement opportunities for multi-modal
freight hub development within the MIP study area. At a high level, the MIP Transportation Plan will
address multi-modal freight opportunities in Central Illinois region, with an emphasis on the potential
impacts(economic, mobility,and transportation infrastructure)on the Decatur(Macon County)area.
Detailed traffic analysis conducted as part of the MIP Transportation Plan will be concentrated to the
MIP study area.
The overall goal of the MIP Transportation Plan is to identify opportunities to better integrate
transportation investments to produce greater economic benefit in Decatur and the surrounding region.
It is envisioned that the MIP Transportation Plan will identify a future year scenario which will be used to
identify and prioritize future year transportation infrastructure improvements. These infrastructure
improvements will be further developed and evaluated as part of the MIP CIP. Tasks 01000 to 05000
describe the MIP Transportation Plan work elements. The CIP tasks begin at task 06000.
Task 01000—Stakeholder Meetings—Transportation Plan (TP)
The AECOM team will identify area stakeholders who will provide input and guidance throughout the
planning process. The project team will conduct an initial round of stakeholder meetings to identify:
• Current and future year transportation/mobility needs(with a focus on identifying
opportunities to support or enhance area business and industry operations by investing in
transportation infrastructure improvements)
• Transportation deficiencies that create barriers to efficiently moving freight transportation
within and through the MIP study area and the region
• Development plans which could impact transportation operations (roadway, rail, and aviation)
and infrastructure needs within the MIP study area
A-1
