Perry, Purchasing Supervisor <br /> SUBJECT: Resolution Accepting the Bid of Jackson Ford, Decatur, IL, for the Purchase <br /> of Ten (10) Ford 2015, Police Interceptor Mid Size Utility Vehicles <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a contract in the amount of <br /> $274,082.00 to Jackson Ford, Decatur, IL,to furnish ten(10) Ford 2015, Police Interceptor <br /> Utility vehicles. <br /> BACKGROUND: The Police Department is replacing ten (10) Police Chevrolet Impalas, due <br /> to the age and mileage/hours. The normal life expectancy is two (2) years. The current Police <br /> Chevrolet Impalas are 2009, 2010, and 2011 year vehicles and have an average of 109,500 miles. <br /> The replacement vehicles are estimated to be delivered in 150 days or less. <br /> The Decatur Police Department requested a vehicle with specific features: <br /> • Active all-wheel drive. Unlike standard 4-wheel drive systems, the active AWD <br /> constantly adjusts the torque sent to each wheel depending upon traction conditions <br /> which improves maneuverability during inclement weather and in pursuit situations. <br /> • Increased driver and passenger space. <br /> • Increased interior space for equipment and auxiliary storage. <br /> STATE BID: The State of Illinois Joint Purchasing Program("State Bid") has two options for <br /> police pursuit vehicles: <br /> 1. Chevrolet Caprice: $25,987, large sedan, rear wheel drive, available from Miles <br /> Chevrolet Nissan, Decatur, IL. Adding City specified equipment increases the price to <br /> $26,177. The Caprice is a rear-wheel drive vehicle and does not provide adequate <br /> interior space for drivers, passengers, equipment and auxiliary storage. <br /> 2. Ford Interceptor Utility: $25,820, utility vehicle with all wheel drive, available from <br /> Morrow Brothers Ford, Greenfield, IL. Adding City specified equipment increased the <br /> price to $26,940. (Greenfield is about 100 miles from Decatur and is located 28 miles <br /> south of Jacksonville, IL on Illinois Route 267.) <br /> The Ford Interceptor Utility vehicle on the State Bid with additional specified equipment meets <br /> the requirements of Decatur's Police Department.
