POLICE DEPARTMENT MEMORANDUM
Memorandum#14-60
To: Michael T.McElroy, Mayor
Ryan P.McCrady, City Manager
From: James R. Chervinko, Interim Chief of Police
Brad L. Sweeney, Lieutenant-Administrati rations Division
Subject: Resolution of participation and support for an intergovernmental agreement between the
City of Decatur and the Board of Education of Decatur School District No. 61.
SUMMARY RECOMMENDATION: The purpose of this memorandum is to request approval for an
intergovernmental agreement between the City of Decatur and the Board of Education of Decatur
School District No. 61.
BACKGROUND: The Board of Education of Decatur School District No. 61 desires to have Decatur
Police Officers assigned to the public schools for the purpose of security. The school district desires to
have four police officers; two police officers in the high schools, and two police officers in the junior
high schools. City staff has reached a contract with The Board of Education of Decatur School District
No. 61 that includes the school district paying 75% of the total cost for the four police officers they de-
sire. This contract is on an annual basis. The Decatur Police Department previously assigned police of-
ficers to the public schools at the City's expense; however, they were removed in August of 2014,due to
staffing and budgetary issues.
BUDGET & TIME IMPLICATIONS: The Board of Education of Decatur School District No. 61 will
cover 75% of the total cost of the four police officers. The City will incur the remaining 25% of the to-
tal cost of the four police officers. The City will be responsible for providing training, use of police ve-
hicles, and the cost of all police equipment. City Staff has already expended the time necessary to cre-
ate, modify, and approve the contract between The Board of Education of Decatur School District No.
61 &the City of Decatur. The funding for the City's 25%of the cost of the 4 officers has been included
in the FY 2015 budget approved by City Council earlier this month.
RECOMMENDATION: It would be the recommendation of staff the City of Decatur approves this
resolution of participation and support which creates an intergovernmental agreement between the City
of Decatur and the Board of Education of Decatur School District No. 61
POTENTIAL OBJECTIONS: None anticipated.
STAFF REFERENCE: James R.
