Marley, P.E., Public Works Director SUBJECT: Amendment to the Agreement with the State of Illinois for the Brush College Road Study City Project 2009-33, State Section 09-00933-00-BR SUMMARY RECOMMENDATION: It is recommended that the City Council authorize an Amendment to the Agreement with the State of Illinois for the Brush College Road Study, to extend the date of obligation from September 29, 2010,to September 28, 2016. PRIOR COUNCIL ACTION: Appendix A provides a summary of the prior Council actions related to this item. BACKGROUND: Project Status and Schedule In 2009 the City received a$1.5 million grant through the Illinois Jobs Now program, as part of the Illinois Capital Bill, to complete the preliminary engineering to remedy traffic concerns at the Brush College Road underpass at the Norfolk Southern rail yard south of Faries Parkway. In 2010, the City entered into a Local Agency Agreement with the Illinois Department of Transportation(IDOT)to fund the preliminary engineering work. Amendment to Extend The original Local Agency Agreement between the City and the State of Illinois was executed by IDOT on September 29, 2010. The obligation limits of Local Agency Agreements are for a period of 5 years from the date of execution for projects that exceed $1,000,000. The 5 year expiration date for this agreement is currently September 28, 2015. Upon reviewing the length of time it is currently taking to review projects, and provide adequate time, IDOT has requested that the City authorize extending the expiration date to September 28, 2016.
