Marley, P.E., Public Works Director <br /> SUBJECT: Amendment to the Agreement with the State of Illinois for the Brush College <br /> Road Study <br /> City Project 2009-33, State Section 09-00933-00-BR <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council authorize an Amendment to the Agreement with the <br /> State of Illinois for the Brush College Road Study, to extend the date of obligation from <br /> September 29, 2010,to September 28, 2016. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council actions related to this item. <br /> BACKGROUND: <br /> Project Status and Schedule <br /> In 2009 the City received a$1.5 million grant through the Illinois Jobs Now program, as part of <br /> the Illinois Capital Bill, to complete the preliminary engineering to remedy traffic concerns at the <br /> Brush College Road underpass at the Norfolk Southern rail yard south of Faries Parkway. In <br /> 2010, the City entered into a Local Agency Agreement with the Illinois Department of <br /> Transportation(IDOT)to fund the preliminary engineering work. <br /> Amendment to Extend <br /> The original Local Agency Agreement between the City and the State of Illinois was executed by <br /> IDOT on September 29, 2010. The obligation limits of Local Agency Agreements are for a <br /> period of 5 years from the date of execution for projects that exceed $1,000,000. The 5 year <br /> expiration date for this agreement is currently September 28, 2015. Upon reviewing the length <br /> of time it is currently taking to review projects, and provide adequate time, IDOT has requested <br /> that the City authorize extending the expiration date to September 28, 2016. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> Page I 1 <br />
