Mass Transit Memorandum
No. 091814-1
September 18, 2014
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: IDOT Downstate Capital Assistance Grant Agreement
SUMMARY Staff recommends that Council approve a Resolution to execute an
RECOMMENDATION: agreement with the Division of Public and Intermodal Transportation
of the Illinois Department of Transportation (IDOT) for a capital
grant in the amount of$3,000,000.
BACKGROUND: The State of Illinois is offering capital assistance grants to down-
state transit systems through IDOT's Division of Public and Inter-
modal Transportation. Staff obtained City Council approval in June,
2013, and submitted the formal application to IDOT to request
$3,000,000 for the purchase of buses and bus passenger shelters. As
shown in the attached grant contract and budget, Decatur's award
includes:
• $2,970,000 for 9 buses, at the State's estimated cost of
$330,000 per bus; and
• $30,000 for 26 bus passenger shelters, out of the total
estimated cost of$220,000.
Note that the amount awarded by IDOT may not be sufficient to
purchase 9 buses and 26 shelters. If the cost exceeds IDOT's estimate
of$330,000 per bus, Decatur can use its remaining FTA grant funds
to cover 100% of the excess cost. Staff has already obtained a federal
capital grant for the other$190,000 for the purchase of bus passenger
shelters. No City funds will be required.
POTENTIAL There are no known or expected objections to this grant agreement.
OBJECTION:
INPUT FROM Jerome Parker, General Manager, DPTS
OTHER SOURCES:
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME This IDOT grant, combined with available FTA grant funds, will pay
IMPLICATIONS: 100% of the project costs. No City funds will be required.
