On August 27, 2014,the City received a$355,492 check from the State of Illinois as the City's
share of a$100 million distribution to local agencies provided in the 2014 Capital Bill. These
Capital Bill funds are to be spent in accordance with Motor Fuel Tax requirements and were
deposited in the City's Motor Fuel Tax Fund. Normally the City purchases road salt from the
General Operating Fund; however, due to current budget difficulties and the much higher than
normal costs, it is proposed that the 2014 Capital Bill funds be used to supplement the$387,160
cost to purchase 4,000 tons of salt for the coming winter season. The remainder of the necessary
funds will be allocated in the Public Works Department budget as part of the 2015 budget process.
SCHEDULE: The 2014 salt purchase will be made in October, 2014. Sufficient salt will be
purchased to fill the City's salt dome so that the winter season will begin with a full salt supply on
hand. Additional salt will be purchased as the City's salt reserves are depleted.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Illinois Department of Transportation
STAFF REFERENCE: Richard Marley, Public Works Director. Richard Marley will be in
attendance at the City Council meeting to answer any questions of the Council on this item.
BUDGEUTIME IMPLICATIONS:
Budget Impact: Funding for the current year's salt purchase is available in the Motor Fuel Tax
Fund using the $355,492 provided by the 2014 Capital Bill.
Staffmg Impact: Staffing time is allocated for this purchase.
Attach: 3
Page 2
