Alexander, Director of Water Management SUBJECT: Real Estate Exchange for Lake Decatur Dredging Basins 1 through 4 and Oakley Sediment Basin Rehabilitation - City Project W1314 SUMMARY RECOMMENDATION: City Council adopt the attached Resolution authorizing a Real Estate Exchange with Ritchie G. Barnett at no cost to either party so that the City can obtain a permanent access corridor from Sangamon Road to Lake Decatur. BACKGROUND: For the 1993-1994 Basin 5 and 2004-2011 Basin 6 dredging projects the City acquired temporary easements for the installation and maintenance of the dredge pipeline and the waterway draining water from the Oakley Sediment Basin to Lake Decatur. When examining the need for easements for the current dredging project, City staff determined that a permanent access corridor from the west side of the City's sediment basin property adjacent to Sangamon Road to Lake Decatur would be the most efficient and effective way to guarantee a corridor for current and future use. This use could be for dredging, emergency and shoreline erosion control access to the lake, and other purposes to be determined in the future. To that end, City staff negotiated with the appropriate adjacent landowner, Ritchie Barnett, for a real estate exchange of two tracts: Tract 1 —Is 2.06 acres in size and currently owned by Mr. Barnett. It has 50 frontage feet on Sangamon Road and 65 frontage feet on Lake Decatur. It has an estimated value of $41,200 based on a value of$20,000 per acre. Tract 2 — Is 2.36 acres in size and currently owned by the City. It has 685 frontage feet on Lake Decatur and does not have access to a public road. It has an estimated value of $47,200 based on a value of$20,000 per acre. Through 2013 the Dolphin Boat Club and Decatur Boat Club had annual permits (for a fee of$50 each annually) to use the tract as an auxiliary recreational boating and picnicking site in addition to their boat clubs located in Nelson Park.
