<br /> Union Street Sewer Rehabilitation Project

<br /> Dear Mayor and City Council:
<br /> Competitive bids for the Union Street Sewer Rehabilitation Project were opened August 21, 2014, at 10:00 am. at the
<br /> Public Works Department. The project is comprised of a single contract to be awarded to the lowest responsive,
<br /> responsible bidder. All bids received were responsive to the Advertisement for Bids, and there were no irregularities in
<br /> the bidding process.
<br /> This work under this contract was estimated at $2,206,000.00. The lowest of the four bidders was Insituform
<br /> Technologies USA, LLC, of Chesterfield, Missouri, at $2,071,661.25 (6.1 % below the estimate). The next lowest bid
<br /> was from Kenny Construction Company of Northbrook,Illinois,at$2,442,864.50(10.7% above the estimate).Both bids
<br /> appeared to be balanced and consistent. Insituform is a national company that has performed previous work in the
<br /> Decatur area and has the experience and technical capability to perform the work.
<br /> Insituform was awarded Division B and Division C of the Lake Shore Drive Sewer Rehabilitation project in August of
<br /> last year. Division B is complete except for final paperwork,and Division C is 98%complete. We firmly believe that
<br /> Insituform is fully capable of finishing these two existing contracts of the Lake Shore Drive project,and that an award of
<br /> the Union Street project to Insituform will not affect progress on the two open contracts.
<br /> Due to both ongoing and recently completed projects for the City, we are comfortable with Insituform's ability to
<br /> perform high quality work in a timely and professional manner. As such,we have not requested additional references.
<br /> We recommend that the City of Decatur notify Insituform Technologies USA, LLC, as the lowest responsive,
<br /> responsible bidder, of its intent to award this contract to Insituform contingent upon approval by the Illinois
<br /> Environmental Protection Agency and receipt of a loan offer by IEPA.
