DECATUR POLICE DEPARTMENT
MEMORANDUM#14-43
To: Michael T. McElroy, Mayor
Ryan P. McCrady, City Manager
From: Todd Walker, Chief of Police 14
James Chervinko,Deputy Chief of Police
Zf—
Date: July 14, 2014
Subject: Illinois Law Enforcement Alarm System
(ILEAS)
Law Enforcement Mutual Aid Agreement
(LEMAA)
Purpose: The purpose of this memorandum is to inform the Mayor and City Council of
the need to update the Law Enforcement Mutual Aid Agreement (LEMAA) with the
Illinois Law Enforcement Alarm System (ILEAS). ILEAS has been in existence for over
ten years and the Decatur Police Department remains an active member to include four
officers assigned to the ILEAS Mobile Field Force (MFF) Region 47. ILEAS is
requesting an updated agreement from all participating law enforcement agencies (over
900) in Illinois.
Background: This is an update of a previously signed agreement between ILEAS and
the City of Decatur. ILEAS was created pursuant to the Illinois Intergovernmental
Cooperation Act and is an agreement between all the public agencies that sign the
agreement. The new agreement augments ILEAS' legal footing and more specifically
acknowledges that ILEAS was created to oversee the logistics of statewide mutual aid
while being more specific on exactly how the Governing Board operates and functions.
Reference: This agreement provides for the continued training, deployment and
reimbursement for the Decatur police officers assigned to the ILEAS MFF and allows the
Decatur Police Department to request additional aid in an emergency situation from
participating agencies. The most recent example was the deployment of Decatur Police
Officers to assist with security in Washington, IL. following the devastating tornados.
The agreement provides officers police authority in the jurisdiction of the requesting
agency and for pay reimbursement. Pay reimbursement is also utilized for the quarterly
training exercises each year.
Recommendation: It is the recommendation of the Decatur Police Department that the
council review and approve the updated Law Enforcement Mutual Aid Agreement with
ILEAS.
