McCrady, City Manager <br /> From: Todd Walker, Chief of Police A� <br /> Brad Sweeney, Police Lieutenant <br /> *'- <br /> Reference: 2014 Justice Administration Grant(JAG) <br /> 2014-H2342-IL-DJ Memorandum of <br /> Understanding <br /> Purpose: The purpose of this memorandum is to inform the Mayor and City Council of the <br /> application for the 2014 Justice Administration Grant (JAG) offered through the Bureau of <br /> Justice Assistance (BJA). The JAG has replaced the Local Law Enforcement Block Grant <br /> (LLEBG) that has been in place and utilized by the Decatur Police Department since 1997. <br /> Background: This is a federal grant for municipal police departments and replaces the Local <br /> Law Enforcement Block Grant. This federal grant is administered by the Department of Justice, <br /> Bureau of Justice Assistance and passes through the Illinois Criminal Justice Information <br /> Authority. The level of funding for this grant is $37,653.00. However, The County of Macon has <br /> applied as a Disparate Jurisdiction to the State of Illinois, Office of the Attorney General and was <br /> granted disparate status. An agreement between Sheriff Schneider and Police Chief Todd <br /> Walker was reached and Macon County is receiving $9,413.25 or 25% of the JAG funds, <br /> redirected from City of Decatur funding. The remaining funds, $28,239.75, are designated for <br /> use by the Decatur Police Department. This grant does not require a cash match. The Decatur <br /> Police Department will use the funding on additional foot patrols, Anti-Crime units, and <br /> additional bike patrols in the areas where the highest number of crimes are being committed. The <br /> focus will be on criminal offenders that commit a disproportionate amount of crime in the City <br /> of Decatur. <br /> Reference: The current offering of grant funds through the BJA provides additional funds for <br /> continued overtime hire back patrols to enhance the efforts of community policing and crime <br /> prevention. The funding will be used to provide overtime hire back for the Anti-Crime Team, <br /> bike patrols, and foot patrols for the purpose of crime suppression and drug enforcement. <br /> Recommendation: It is the recommendation of the Decatur Police Department that the council <br /> review and approve the program areas listed in the Background section of this memo and a <br /> Memorandum of Understanding (MOU) be signed between the City of Decatur and Macon <br /> County Board to govern the receipt, dispersal and use of the funds received by the 2014 Justice <br /> Administration Grant. <br /> Potential Objections: None anticipated <br />
