Marley, P.E., Public Works Director <br /> SUBJECT: Amendment to the Agreement with the State of Illinois for the Franklin Street <br /> Portion of the City's Downtown Streetscape and Open Space Enhancement <br /> Program <br /> City Project 2010-25, Section 10-00025-00-SW <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolutions authorizing the Mayor to sign <br /> and the City Clerk to attest the following: <br /> 1. A Resolution appropriating an additional $90,000 in Motor Fuel Tax(MFT) Funds to pay the <br /> City's estimated share of the MFT eligible construction costs for a total MFT allocation of <br /> $700,000. The $700,000 allocation represents $669,041 in expected MFT eligible costs plus <br /> $30,959 to provide some contingency for the project. <br /> 2. A Resolution authorizing Amendment #1 to the Local Agency Agreement with the State of <br /> Illinois to utilize$1,548,301 in Federal funds (not to exceed $1,583,789) and $761,313 in City <br /> matching funds for the construction of the Franklin St. Streetscape Improvement Project. The <br /> total City outlay is $4,239 higher than proposed in the original agreement. The construction is <br /> being partially funded through the $1.9 million Illinois Transportation Enhancement Program <br /> (ITEP) grant the City received in 2010. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council actions related to this item. <br /> BACKGROUND: <br /> Franklin Street Streetscape and Open Space Enhancement <br /> On March 17, 2014, the City Council approved an agreement with the State of Illinois to use <br /> $1,467,317 in Federal funds along with$757,074 in City funds for the construction of the Franklin <br /> Street Streetscape improvements. The funds originally authorized were based on the engineer's <br /> estimate. <br /> Page I 1 <br />
