Public Works Memorandum
NO. 2014-14
DATE: April 24, 2014
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Amendment to the Agreement with the State of Illinois for the Eldorado
Street Enhancement Project, City Project 2006-25
SUMMARY RECOMMENDATION:
It is recommended that the City Council authorize an Amendment to the Agreement with the
State of Illinois for the Eldorado Street Enhancement project, to extend the date of obligation
from April 12, 2014, to April 12, 2015.
PRIOR COUNCIL ACTION:
Appendix A provides a summary of the prior Council actions related to this item.
BACKGROUND:
Project Status and Schedule
Construction on the Eldorado Streetscape Project began in 2009 and was substantially completed
in late 2010 with Otto Baum Company, Inc. as the prime contractor. The final project amount
was $2,488,738.40 which is $146,858 below the $2,635,596 authorized for the project.
The original Local Agency Agreement between the City and the State of Illinois was executed by
the Illinois Department of Transportation QDOT)on April 13, 2009. The obligation limits of
Local Agency Agreements are for a period of 5 years from the date of execution for projects that
exceed $1,000,000. The expiration date for this agreement is April 12, 2014. In order for the
project to be authorized for final payment and project close out, an amendment must be approved
extending the project date of obligation by 1 year. IDOT recommends that the end date of the
project obligation be extended to April 12, 2015, to assure time to complete all of the final
paperwork for the project.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: Illinois Department of Transportation
Page I 1
