COUNCIL COMMUNICATION FORM <br /> PURCHASING & INTERNAL SERVICES MEMORANDUM <br /> #14-06 <br /> April 17, 2014 <br /> TO: Honorable Mayor McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Gregg Zientara, Financial Management Director <br /> Deborah M. Perry, Purchasing Supervisor <br /> SUBJECT: Demolition of Property— 1845 E. Clay <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to Steve's Trucking to <br /> remove asbestos, do necessary plumbing and demolish the property at 1845 E. Clay. <br /> BACKGROUND: This is a court ordered demolition. The unknown heirs, devisees and legatees of <br /> Nelda Majors (deceased) and/or James A. Woods are the owner(s) of the property. <br /> City council previously awarded the demolition of this property to Steve's Trucking at the meeting on <br /> December 16, 2013. However, the funding source intended to pay for this demolition was depleted <br /> because another unsafe structure located on College Street required immediate demolition instead. <br /> Hence, no purchase order was issued to the contractor for this property. <br /> In 2014, when CDBG funds were made available, the demolition of this property had to be rebid <br /> under the guidelines established by HUD. <br /> At this time, the successful bidder is not on the SAM (System for Award Management) list. This is a <br /> federal debar list used when federal funds are involved. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Neighborhood Services requested the demolition. <br /> STAFF REFERENCE: Billy Tyus, Assistant City Manager for Development Services, 424-2727. <br /> Richelle Irons, Director of Neighborhood Services, 424-2864. Sean Gadberry, Neighborhood <br /> Inspections Administrator, 424-2794. Billy and/or Richelle will be at the council meeting to answer <br /> any questions the council may have about this purchase. <br /> BUDGET: $21,117.00 from the Community Development Block Grant. <br />
