COUNCIL COMMUNICATION FORM PURCHASING & INTERNAL SERVICES MEMORANDUM #14-06 April 17, 2014 TO: Honorable Mayor McElroy and City Council FROM: Ryan P. McCrady, City Manager Gregg Zientara, Financial Management Director Deborah M. Perry, Purchasing Supervisor SUBJECT: Demolition of Property— 1845 E. Clay SUMMARY RECOMMENDATION: Staff recommends awarding contract to Steve's Trucking to remove asbestos, do necessary plumbing and demolish the property at 1845 E. Clay. BACKGROUND: This is a court ordered demolition. The unknown heirs, devisees and legatees of Nelda Majors (deceased) and/or James A. Woods are the owner(s) of the property. City council previously awarded the demolition of this property to Steve's Trucking at the meeting on December 16, 2013. However, the funding source intended to pay for this demolition was depleted because another unsafe structure located on College Street required immediate demolition instead. Hence, no purchase order was issued to the contractor for this property. In 2014, when CDBG funds were made available, the demolition of this property had to be rebid under the guidelines established by HUD. At this time, the successful bidder is not on the SAM (System for Award Management) list. This is a federal debar list used when federal funds are involved. POTENTIAL OBJECTION: None INPUT FROM OTHER SOURCES: Neighborhood Services requested the demolition. STAFF REFERENCE: Billy Tyus, Assistant City Manager for Development Services, 424-2727. Richelle Irons, Director of Neighborhood Services, 424-2864. Sean Gadberry, Neighborhood Inspections Administrator, 424-2794. Billy and/or Richelle will be at the council meeting to answer any questions the council may have about this purchase. BUDGET: $21,117.00 from the Community Development Block Grant.
