PUBLIC WORKS MEMORANDUM <br /> NO. 2014-08 <br /> DATE: April 14, 2014 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Ordinance Amending City Code, Chapter 38, Stormwater Ordinance <br /> SUMMARY RECOMMENDATION: <br /> Staff requests that Council pass the proposed ordinance amendments regarding City Code Chapter <br /> 38, Stormwater, which establishes a Stormwater Utility. <br /> PRIOR COUNCIL ACTION: <br /> • June 3, 2010—The City Council received Council Memorandum 2010-31 that provided a <br /> schedule update on the Stormwater Master Plan Funding Supplement, Sanitary Sewer Master <br /> Plan and Water Main Tapping Fee Update. <br /> • July 6, 2010—The City Council met in Study Session for the purpose of a Review of the <br /> Stormwater Master Plan Funding Supplement, as presented by Clark-Dietz, Incorporated. <br /> • November 1, 2010—The City Council met in Study Session to discuss the Big Four Projects; <br /> Water Infrastructure, Sanitary Sewer Infrastructure, Stormwater Infrastructure and the Police <br /> Department Space Needs. <br /> • June 3, 2013—The City Council met in Study Session to discuss the City's Financial Goals & <br /> Priorities. Major issues that were discussed were: increasing the General Revenue Fund <br /> Balance, maintenance and repair of street pavements, storm drainage repairs and improvements, <br /> and replacement of vehicles and equipment. <br /> • October 7, 2013—The City Council met in Study Session to discuss the establishment of a <br /> Stormwater Utility in order to generate dedicated funds for stormwater infrastructure and <br /> drainage improvements. <br /> • Please refer to Appendix A for Council Action between 1998 and 2009. <br /> • Please refer to Appendix B for all actions related to stakeholder and public outreach for the <br /> Stormwater Utility proposal. <br /> Page 11 <br />
