Public Works Memorandum <br /> NO. 2014-05 <br /> DATE: March 7, 2014 <br /> TO: Honorable Mayor McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Agreement with the State of Illinois for the Franklin Street Portion of the City's <br /> Downtown Streetscape and Open Space Enhancement Program <br /> City Project 2010-25, Section 10-00025-00-SW <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolutions authorizing the Mayor to sign <br /> and the City Clerk to attest the following: <br /> 1. A Resolution appropriating $610,000 in Motor Fuel Tax(MFT) Funds ($600,000)to pay the <br /> City's estimated share of the MFT eligible construction costs, and ($10,000)to pay the City's <br /> 20% share of$50,000 construction engineering costs for the Franklin St. Streetscape project. <br /> Eighty percent of the$50,000 construction engineering costs with Chastain&Associates, LLC, <br /> will be reimbursed through the$1.9 million ITEP grant received by the City in 2010. <br /> 2. A Resolution authorizing a Local Agency Agreement with the State of Illinois to utilize <br /> $1,467,317 in Federal funds and $757,074 in City matching funds for the construction of the <br /> Franklin St. Streetscape Improvement Project. The construction is being partially funded <br /> through the $1.9 million Illinois Transportation Enhancement Program(ITEP) grant the City <br /> received in 2010. <br /> 3. A Resolution authorizing an agreement with Chastain&Associates, LLC to provide <br /> construction engineering assistance for the Franklin St. Streetscape Project for a fee not to <br /> exceed $50,000. Eighty percent of this cost will be reimbursed through the ITEP grant. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council actions related to this item. <br /> BACKGROUND: <br /> Franklin Street Streetscape and Open Space Enhancement <br /> On October 29, 2010,the City was informed by the Illinois Department of Transportation(IDOT) <br /> that it had been awarded an Illinois Transportation Enhancement Program(ITEP) grant for$1.9 <br /> million to design and construct streetscape improvements on Franklin and Main Streets between <br /> Eldorado Street and Wood Street. The grant amount was less than half the amount requested and was <br /> not sufficient to construct streetscape improvements on both Main Street and Franklin Street. Due to <br /> Page I 1 <br />
