Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Approving the Expenditure of City Funds to Replace an Emergency <br /> Warning Siren at 2160 West Center Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing the Mayor to sign <br /> and the City Clerk to attest to the expenditure of City funds in the amount of$22,839.00 to Wireless <br /> USA for the purchase and installation of a new warning siren to replace the warning siren located at <br /> 2160 West Center Street. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken on the purchase of this Warning Siren. <br /> BACKGROUND: <br /> The warning siren located at 2160 West Center Street was installed in 1996 and is currently the most <br /> problematic siren. This siren has had five outages in recent years, along with battery acid corrosion <br /> due to battery failure, failing chargers, relays and wiring have deteriorated, RTU boards have been <br /> repeatedly replaced, and all plastic, metal and flexible conduits have deteriorated due to age and <br /> exposure. At present time the area has partial overlapping coverage from other sirens. The siren is <br /> identified as "D09" and shown on Exhibit A, attached. <br /> American Signal Corporation is the manufacturer of the City owned sirens and has proprietary <br /> information in the software that runs the sirens. Wireless USA has an affiliation with American Signal <br /> Corporation to start up and commission the sirens to work. If the City were to purchase another brand <br /> of Warning Siren we may have software and/or telemetry issues with the new siren. The City could <br /> also hire another contractor to install the new warning siren but would still have to contract Wireless <br /> USA to start up and commission the siren because only installers who are affiliated with American <br /> Signal can initialize the siren. <br /> SCHEDULE: <br /> Following approval by the City Council the warning siren will be purchased and the work scheduled. <br /> The new siren should be installed and commissioned within 60 days of receipt of the siren, weather <br /> permitting. <br /> Page I 1 <br />
