Aldrich, Manager, MIS Division SUBJECT: Wide Area Network Upgrade to Fiber Optic SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached resolution, authorizing the attached quote of Bodine Communications of $479,098 for the purchase and installation of 144 strand fiber optic cable to upgrade the City's current wireless wide area network and to provide data communications for the upcoming Police Department move to 707 South Side Drive. BACKGROUND: The need exists to provide a comprehensive digital network for all municipal locations and operations, so that data can flow equally rapidly to all parts of the operation, for the enhancement of timely service delivery to the public. The network communication capacity requirements for the new Police Headquarters and the Law Enforcement Center will demand the capacity that fiber optic cable provides. The City currently has a wireless Wide Area Network (WAN) for data communication to remote office locations from the City's Civic Center central processing site. This technology was first established in 2001 and upgraded in 2007 to increased capacity. Besides the higher bandwidth, reliability, durability, and improved applications performance for remote users, the City's fiber optic WAN would add the capability to consolidate the City's isolated local phone systems by utilizing Voice over Internet Protocol (VoIP). Occupancy of the new Police Headquarters will facilitate moving to this technology, which in itself has many benefits. Purchasing received bids from Bodine Communications and Consolidated Communications for the High Capacity Fiber Optic Installation of 96- or 144-strand cable. See attached bid summaries. For less than 3% ($12,488) additional cost, the 144 strand cable will provide 50% more capacity than the 96-strand cable, which can enhance ways to establish a Community Fiber Network for economic g owth.
