COUNCIL MEMORANDUM <br /> #2014 - 22 <br /> DATE: December 9, 2014 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> SUBJECT: City Code Chapter 7 Amendment <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached <br /> ordinance regarding changes to Chapter 7 of City Code, to provide for the position of Assistant <br /> City Engineer in the Public Works Department and the position of Water Metering Supervisor in <br /> the Water Management Department. <br /> BACKGROUND: The Director of Public Works has proposed that the position of Assistant City <br /> Engineer be reinstated in order to accommodate the expanded duties of the current Civil <br /> Engineer II in the department. The incumbent would be appointed to the new position and <br /> funding for it would be included in the 2015 budget, while funding for the Civil Engineer II <br /> position would be eliminated, resulting in no net change in authorized strength. <br /> The Director of Water Management has proposed that the position of Water Metering <br /> Supervisor be established in that department in order to effectively manage the new automatic <br /> metering infrastructure (AMI) system and supervise staff responsible for its ongoing operation. <br /> Funding for the position has been included in the 2015 budget, and recruitment of candidates <br /> would begin promptly upon Council's approval of this recommendation. <br /> In order to implement these recommendations, Council's approval of the attached changes in <br /> City Code Chapter 7, Section 2 is required. The titles of "Assistant City Engineer' and "Water <br /> Metering Supervisor" would be added to the document. It is recommended that the changes <br /> take effect immediately upon approval by Council. <br /> POTENTIAL OBJECTIONS: There are no known objectors to these changes. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the ordinance should be directed to me, at 424- <br /> 2801 or rmccradyc5-decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: The 2015 budget as approved by City Council at the <br /> December 1, 2014, meeting includes funding for both of these changes. <br /> Attachments <br />
