<br /> OFFICERS AND EMPLOYEES GENERALLY
<br /> 1. EFFECT OF CHAPTER. The provisions of this Chapter shall apply alike to all
<br /> officers and employees of the City, regardless of the time of the creatio of the office or of the
<br /> time of the appointment of the officers, including officers and members of the Police and Fire
<br /> Departments of the Cit},.
<br /> 2. APPOINTMENT AND REMOVAL. The City Manager shall have the power and
<br /> authority to appoint and remove at will the Assistant City Managers, all directors of departments,
<br /> all deputy and assistant department directors, fire marshals, battalion chiefs, police personnel
<br /> above the rank of sergeant, division managers,administrative secretaries, members of the Legal
<br /> Department, Personnel Specialists, Training Officer, Human Rights Officer, Systems
<br /> Administrator, Senior Systems Analyst, Systems Analyst, Budget and Revenue Officer, Risk
<br /> Assistant, Water Customer Service Manager,Management As g , Street and Sewer Maintenance
<br /> Supervisor, Civil Engineer I, Civil Engineer II, Assistant City Engineer, GIS Specialist, Fleet
<br /> Supervisor, Water Production Maintenance Supervisor, Water Production Operations Supervisor,
<br /> Engineering Services Coordinator, Supervisor of Technical Services, CAD System Coordinator,
