Stickle, Senior Planner <br /> SUBJECT: Rezone 3100 Block East Mound Road to B-2 <br /> SUMMARY RECOMMENDATION: Staff recommends approval of,the rezoning to B-2 <br /> Commercial District. The City Plan Commission voted 6-0 to recommend approval of this <br /> petition at the December 4, 2014 meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is approximately 3.8 acres and is located in the 3100 Block <br /> of East Mound Road. The site is currently zoned R-6 Multiple Dwelling District and <br /> undeveloped. The petitioner proposes to rezone from R-6 Multiple Dwelling District to B-2 <br /> Commercial District to allow for all those uses permitted in the B-2 Commercial District. <br /> The surrounding zoning includes B-2 Commercial District to the north and west, R-1 Single <br /> Family Residence District to the east and 0-1 Office District to the south and west. The Macon <br /> County and Decatur Comprehensive Plan shows this area as Residentia;-Low Density. The <br /> permitted land uses in the B-2 District are compatible with the land uses to the east and west. <br /> The proposed zoning is compatible with adjacent zoning districts to the north, south and west. <br /> Although the Comprehensive Plan shows this area as residential, staff believes there is low <br /> potential for development of this site for residential given its proximity to the Railroad and <br /> intersection of East Mound Road and IL Route 48. A commercial use in close proximity to an <br /> intersection with a state route and a railroad would be an appropriate use for this site. <br /> If the property is rezoned to B-2 Commercial District and development occurs, the adjacent <br /> properties will have a buffer yard between the residential properties and the development in <br /> accordance with the regulations of the Zoning Ordinance. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan Commission <br /> Meeting. <br /> INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical <br /> Review Committee; Planning, Engineering and Fire. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Suzan M.
