Section 3. That warrants against and in anticipation of the taxes above levied for the <br /> payment of the ordinary and necessary expenses of the City are hereby authorized to be drawn by the <br /> Mayor and City Clerk to the extent of seventy-five percent of the total amount of any such tax levied <br /> herein in accordance with the Statues in such case made and provided, and su4ect to the provisions <br /> thereof. <br /> Section 4.
