The members of the City Council, the City anager, the <br /> members of the Fire and Police Departments, the officers and employees <br /> designated as inspectors in the Planning and Building Services Department., <br /> and the Neighborhood Service Officers, and members of the Millikin <br /> University Police are hereby declared to be conservators of the peace with <br /> such power to make arrests as are given to the conservators of the peace by <br /> statute. <br />
