with the Mayor, City Council, City Manager, departments and divisions of the City, or with any other <br /> appropriate governmental agencies. <br /> SECTION 3-6. The Commission shall at least annually report to the Cit Council its activities <br /> and recommendations. <br /> ARTICLE 4. INVESTIGATION AND CONCILIATION. <br /> SECTION 4-1. Any individual who believes that he or she has been unl wfully discriminated <br /> against may file a charge with the Human Relations Commission. Such charge m st be filed within 180 <br /> days after the date that the human rights violation allegedly was committed. <br /> SECTION 4-2. Such charge shall be a written statement, under oath or of rmation, setting forth <br /> facts alleging that a human rights violation has occurred in a manner sufficient o enable the Human <br /> Relations Commission to identify the protected class of the complainant,the specific act of discrimination <br /> alleged, and the identity of the respondent. <br /> SECTION 4-3. Charges may be voluntarily withdrawn at the request of the complainant at any <br /> time prior to the completion of the public hearing specified in Article 5. <br /> SECTION 4-4. The Human Relations Commission shall itself or thro gh other means as <br /> provided by the City Council investigate allegations of discrimination set forth in an charge, and make a <br /> determination in writing whether or not there is probable cause to believe that t is Chapter has been <br /> violated and on what facts such violation is based. <br /> SECTION 4-5. If the investigation finds, with respect to any respondent, hat the Commission <br /> lacks jurisdiction or that probable cause does not exist, a written notice dismissing e charge and cause <br /> shall be served on the appropriate parties by certified mail with return receipt requ sted. A request for <br /> such review must be filed within forty(40)days of the mailing of the notice. <br /> SECTION 4-6. A. If it is determined that there is probable cause, at any party's request and <br /> upon mutual agreement, an attempt shall be made to eliminate the alleged discrimi iatory practice with <br /> informal methods of resolution such as conference, conciliation and mediation. <br />
