1 <br /> Redevelopment Projects costs shall be no later than twenty(20)years fro the effective date <br /> of the Ordinance related to such obligations, or the end of the TIF District, whichever <br /> occurs first. <br /> f. Such incremental revenues will be exclusively used for the development of the <br /> Redevelopment Project Area. <br /> g. The Redevelopment Project Area would not reasonably be developed without the use of <br /> such incremental revenues. <br /> h. In addition, the City reviewed the following material: <br /> (1) Land Use Applicable Zoning Map and Ordinances. <br /> (2) Impact on other Taxing Districts. <br /> (3) Findings and Recommendations of the Joint Review Board. <br /> 2. Pursuant to the"Expenses for Economic Development Act",65 ILCS 5/8- -2.5,the City has <br /> the authority to appropriate and expend funds for economic development p oses,including, <br /> without limitation, the making of grants to any commercial enterprise that s deemed for the <br /> promotion of economic development within the municipality. <br /> 3. The Fourth Amendment to the Redevelopment Plan and Projects and all p for Amendments <br /> are hereby ratified, adopted and approved.A copy of the Fourth Amendme t to the Decatur <br /> Southeast Plaza TIF District Redevelopment Plan and Projects is attached hereto (Exhibit C) <br /> and made a part of this Ordinance. <br /> 4. All ordinances and parts of ordinances in conflict herewith are hereby repealed. <br /> 5.
