• , , S <br /> ECONOMIC DEVELOPMENT CORPORATION <br /> E +CST U R <br /> & MACON COUNTY <br /> TO: Mayor Mike McElroy <br /> Members of the Decatur City Council <br /> Manager Ryan McCrady <br /> From: Larry Altenbaumer <br /> Decatur Macon County <br /> Enterprise Zone Administrator <br /> Date: June 11, 2014 <br /> Re: Proposed Enterprise Zone Boundary Amendment Request—Central Illinois Com ercial LLC <br /> At this time the Economic Development Corporation of Decatur&Macon County(EDO),as the <br /> designated zone administrator by formal agreement with the City of Decatur, is requesting your <br /> approval of a Zone boundary amendment encompassing one (1) parcel totaling approximately 88.13 <br /> acres. <br /> PROJECT —Central Illinois Commercial LLC <br /> Central Illinois Commercial, LLC has exercised an option to purchase 88.13 acres at the northeast corner <br /> of Mound Road and Route 48 North for the purpose of developing multiple projects related to light <br /> manufacturing and distribution. One specific project has advanced to a near-term decision point with <br /> an immediate time sensitivity. For this project to proceed in Decatur,we must address certain <br /> competitive disadvantages. <br /> Union Iron Works is Decatur's oldest manufacturing operation and is a subsidiary ofCanada-based Ag <br /> Growth International. Union Iron Works is considering a facility consolidation and expansion plan with <br /> specific attention on this site in Decatur as well as alternate options outside of Illinois. The company is <br /> also evaluating other available incentives in Illinois as well as in competing states. <br /> Details are still being finalized, but the plan contemplates the proposed construction of a new 135,000 <br /> square foot facility that would be constructed on the eastern 20 acres of the 88.13 acre site. The facility <br /> would represent a projected capital investment of more than$12 million and would represent the <br /> creation of 25 new full-time jobs over the next twenty-four months as well as the retention of 120 <br /> existing full-time jobs and another 50-75 seasonal employees. <br /> Information regarding available state incentives is expected to be finalized very soon allowing a location <br /> decision to be made,with the plan to begin construction as soon thereafter as possible. In order to <br /> provide a competitive option in Decatur and to accommodate the Company's timelin a,we are <br /> requesting that the Decatur Macon County Enterprise Zone boundary be amended tc include property <br /> parcel 18-08-30-376-003. We believe including this property in the Enterprise Zone will be a key factor <br /> in the Company's decision. <br /> Current statutory zone authority allows for a total of 12 square miles to be included in the Zone. With <br /> this proposed amendment,the total property in the Zone would be 11.637 square miles, leaving 232.32 <br /> acres available for future consideration. <br />
