PUBLIC WORKS MEMORANDUM <br /> NO. 2014-13 <br /> DATE: April 14, 2014 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Ordinance Amending City Code, Chapter 64,Water Service <br /> SUMMARY RECOMMENDATION: <br /> Staff requests that Council pass the proposed ordinance amendments regard' City Code Chapter <br /> 64, Water Service. <br /> BACKGROUND: <br /> Currently, the City of Decatur utility bill contains charges for water usage, re�ycling, a sewer user <br /> fee, and a Sanitary District of Decatur fee. Section 24 of Chapter 64 of the Ci�y Code(Water <br /> Service) includes a statement that recognizes and treats the sewer user charge of the Sanitary <br /> District of Decatur, the sewer user charges of the City, and sanitary sewer connection charges of the <br /> City as other charges relating to water service. In this way, procedures for billing, payment, <br /> delinquent payments, etc. for these sewer fees can be followed in the same why as the water usage <br /> fee. <br /> Should Chapter 38 Stormwater Ordinance be amended to establish a Stormw ter Utility, the <br /> stormwater service charge will be placed on the City of Decatur utility bill. he proposed change <br /> for Chapter 64 adds the stormwater utility fee with the other sewer user fees tkiat will be treated like <br /> other charges relating to water service. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Mary ave, Civil Engineer <br /> II. Richard Marley will be in attendance at the City Council meeting to ans any questions of the <br /> Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: The establishment of a Stormwater Utility is estimatVrevo enerate approximately <br /> $1.67 Million per year. A separate fund would be established fonue and expenditures <br /> associated with stormwater improvements. During the first 5 years of th stormwater utility, all <br /> funds will be spent on capital improvement projects and increased mainte ance. None of the fee <br /> will be used for administrative expenses. Those will continue to be support by the General Fund. <br /> Page I I <br />
