(1) PARTIAL INVALIDITY. That Chapter 38 of the City Code of the City of Decatur be, and the <br /> same is hereby, further amended and modified by adding the followi g sentence to the <br /> end of the new Section 28: <br /> "Said regulations may include a Stormwater Credit Manual." <br /> Section 5.
