(hk) "Contaminant" means any physical, chemical, biological, or <br /> radiological substance or matter in water. <br /> ((1) "Credit" means a conditional reduction in the amount of a stprmwater <br /> service charge to an individual property based u on: a a r&uction in <br /> stormwater runoff from said property; b a reduction in AiMended <br /> solids leaving the property; or c implementation of an ipproved <br /> stormwater education program in accordance with the provisio ris of this <br /> Chapter and the "City of Decatur Stormwater Credit Reau <br /> (m) "Customer"means the owner of property located within the City of Decatur. <br /> fn) "Design storm event" means a hypothetical storm event, 0a given <br /> frequency interval and duration, used in the analysis and esign as <br /> associated with stormwater runoff. <br /> o "Develo ed Land" means property that has been altered from its <br /> natural state by the addition of impervious area pqual to at least one <br /> percent (IN of the gross area. <br /> "Discharge" means dispose, deposit, spill, pour, inject, se , dump, <br /> leak or place by any means, or that which is disposed, d osited, <br /> spilled, poured, injected, seeped, dumped, leaked, or placed by any <br /> means including any direct or indirect entry of any solid r liquid <br /> matter into the municipal separate storm sewer system. <br /> (kms "Easement" means an acquired privilege or right of use or enjoyment <br /> that a person, party, firm, corporation, municipality or other le al entity <br /> has in the land of another. <br />
