In response to an appeal, the Public Works Direcltor may adjust the <br /> storm water service charge and any late payment pehal�pplicable to <br /> a property in conformance with the general purposo and intent of this <br /> article. <br /> 4. The decision of the Public Works Director maybe@ pealed to the City <br /> Manager. No such appeal will be considered however, unless received <br /> not later than the thirtieth 30th d4y following the date of the adverse <br /> decision. Appeals must be in writing and shall linclude a detailed <br /> explanation of the basis for the appeal. The City Mager shall issue a <br /> written decision on the appeal within sixty(60) days. <br /> 5. Appeal of the decision of the City Mana eL r may be n ade pursuant to the <br /> Illinois Administrative Review Act. <br /> PARTIAL INVALIDITY. The provisions of this Ordinanco are severable and <br /> if any of the provisions shall be held unlawful by any court of competent <br /> jurisdiction, the decision of such court shall not affect orl impair any of the <br /> remaining provisions. <br /> 2,728. ENFORCEMENT AUTHORITY. The Public Works Director shall be <br /> responsible for enforcing the provisions in this Ordinance. The Public Wo 7ks Director is also <br /> hereby authorized to promulgate such rules and regulations as may be necessary to supplement <br /> this Ordinance for effective enforcement, provided such rules and regulations shall not be valid <br />
