SWSC shall be considered a debt of the owner of every lot, building <br /> or premises in the City of Decatur. The SWSC sf all be a lien upon <br /> the lot or land against which it is charged. The pity may file suit to <br /> recover the same, including fine and court (costs, as herein <br /> provided. <br /> 2. Determination of Stormwater Service Ch�rge: The SWSC <br /> shall consist of a base fee and a fee per ERU, which fees shall be <br /> determined by the City Council. <br /> 3. Only the base fee of the SWSC will be incurred by a property <br /> if the property retains all stormwater on the property or if all <br /> stormwater from the property drains out of the City of Decatur <br /> corporate boundary and does not re-enter into t`1e City of Decatur <br /> stormwater system. <br /> 4. Owner Responsible: The owner(s) of the premises to be <br /> served shall be responsible for the payment 4 all charges for <br /> stormwater service thereto and said owner(s) and any occupant(s) <br /> of the premises, if other than the owner(s), shall bye liable therefore. <br /> The provisions of this code and other ordinances, rules, <br /> regulations, and directives of the City pertaining to stormwater <br /> service shall be applicable to owners and occupants alike. <br /> (D) APPLICABILITY <br /> 1. All property in, or partially in, the City cont ining developed <br /> land from which runoff flows into any publicly owned storm water <br />
