F EXEMPTIONS AND CREDITS APPLICABLE TO SERVICE CHARGES. <br /> 1. Every parcel in, or partially in, the City containing developed <br /> land from which runoff flows into any publicly owned storm water <br /> facility, including but not limited to storm sewers, streets, roadways, <br /> bridges, and ditches located within the City shall be required to pay <br /> a SWSC. <br /> 2. Public rights of way owned by the United Sates government, <br /> the City of Decatur, Macon County, the State of Illinois, the Decatur <br /> Park District, the Decatur Public School District, or any Township, <br /> and any privately owned streets that are the equivalent of a public <br /> street, which form part of the storm water conveyance system, and <br /> which are located within the corporate limits of the City of Decatur <br /> shall be exempt. Parking lots and driveways shall not be exempt. <br /> 3. The SWSC will be waived for all tax-exem t properties from <br /> the effective date of this Ordinance through September 30, 2015. <br /> Thereafter, tax exempt properties shall be required to pay for <br /> stormwater services in accordance with Section Dlabove. <br /> 4. The ERU rate will be waived for all properties from the <br /> effective date of this Ordinance through Septembel 30, 2015. <br /> 5. The Public Works Director shall grant SWSC credits for <br /> properties that reduce the impact of or eliminate Stormwater runoff <br /> from said property. Credits shall include: <br />
