McCrady, City Manager <br /> Gregg Zientara, City Treasurer& Director of Finance <br /> SUBJECT: AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF <br /> DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS ND FUNDS OF <br /> THE CITY OF DECATUR, ILLINOIS FOR THE FISCAL YEAR BEGINNING <br /> JANUARY 1, 2014 AND ENDING DECEMBER 31, 2014, INCLUDING ALL <br /> OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN <br /> THE SAME SHALL TAKE EFFECT <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance, which provides <br /> appropriation approval for the City of Decatur to spend monies providing necessary and required <br /> services to the citizens, taxpayers and stakeholders of the City of Decatur. <br /> BACKGROUND: <br /> The Ordinance attached herewith includes spending authorization for the 2014 fiscal year budget <br /> previously adopted and approved by the City Council with Council passage oi Resolution No. <br /> 2013-121 dated December 16, 2013, and includes additional spending appropriations required to <br /> deliver services not included in the 2014 fiscal year budget. <br /> New appropriations include as follows: <br /> Fund Fund Name Revenue Expense Comment <br /> 12 Planning 75,000 75,000 Mound & IL 51 Development project <br /> 89 Water Bond Construction 7,700,000 7,700,000 Lake Decatur Dredging project <br /> Total 7,775,000 7,775,000 <br /> Planning Fund— Council previously approved Council Resolution(s) R2013-104 dated October 7, <br /> 2013, R2013-119 dated December 2, 2013, R2014-04 dated January 21, 2014 and R2014-14 <br /> dated March 3, 2014, establishing certain arrangements with Harrison Management Group for <br /> development of property at Mound and US 51 in the City of Decatur. Such approvals included the <br /> sale of City owned property to the Harrison Management Group for a sum of $75,000. The <br /> additional appropriation requested includes a sum equal to the sale of property p oceeds to affect <br /> spending approval for improvements to the parking lot as required by contractual development <br /> council letter.doc Page 1 of 2 PRge 1 of 2 <br /> 124 <br />
