DEVELOPMENT SERVICES MEMORANDUM <br /> No. 15-22 <br /> July 29, 2015 <br /> TO: Honorable Mayor Pro Tempore Julie Moore-Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Suzan M. Stickle, Senior Planner <br /> SUBJECT: Amend PD Planned Development District at 2225 South Mt. Zion Road <br /> commonly known as 4755, 4825 and 4855 East Evergreen Court <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the amendment of the <br /> PD Planned Development District with the following conditions: <br /> 1. A recorded agreement shall be provided to the Public Works Department that establishes <br /> usage and maintenance responsibility of the detention area located on of Four(4). <br /> 2. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Department of Planning and Building Services, Public Works Depaitment and the Fire <br /> Department prior to building permits being released. <br /> The City Plan Commission voted 7-0 to recommend approval of this petition at the July 9, 2015 <br /> meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The petitioner proposes to amend the PD to allow forte construction of a <br /> four (4) story-80 unit Hotel on Lot One (1). This rezoning is being proposed as a means to make <br /> the site shovel ready for such a development, however, the project is not guaranteed as the <br /> developer is awaiting confirmation as to the possibility of Enterprise Zone benefits. Additionally, <br /> the City is currently working with the developer on terms of a potential City incentive package <br /> that will be brought before council for consideration at a later date. <br /> The subject site is subdivided into four (4) lots. The site is currently developed with a three (3) <br /> story 100 unit Supportive Living Facility on Lot Two (2), a one (1) story-40 bed Memory Care <br /> Facility on Lot Three (3) and a Storm Water Detention Area on Lot Four(4). <br /> In July 2010, the City Council voted to approve the rezoning of the prope y from R-1 Single <br /> Family Residence District to PD Planned Development District. The petition proposed to <br /> construct a Banking Facility, Supportive Living Facility and a Memory Care Facility. <br /> In June of 2011, the City Council voted to approved an amendment to the PD Planned <br /> Development to allow for a Medical Facility on Lot One (1) and to allow for an increase in the <br /> number of beds to 40 for the Memory Care Facility located on Lot Three (3). <br /> The parking lot configuration has changed for Lot One (1), however, he City's parking <br /> requirements are still being met and will be contained on Lot One (1). <br /> The proposed amendment to the development is generally consistent with the Comprehensive <br /> Plan as it currently calls for retail on the eastern portion of the property and residential on the <br /> western portion of the property. The proposed amendment is generally consistent with the <br /> previously approved and amended Planned Development. <br />
