Stickle, Senior Planner <br /> SUBJECT: Amend B-2 PUD at 4040 West Fountain Lane <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the amendment with the <br /> following conditions: <br /> 1. Signage shall be in accordance with the originally approved B-2 PUD <br /> 2. Prior to site plan approval, recorded documentation that the pr vate ingress/egress <br /> easements have been vacated shall be submitted. <br /> 3. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Economic and Urban Development Department, the Department of Engineering and <br /> Infrastructure and the Fire Department prior to building permits being released. <br /> The City Plan Commission voted 10-0 to recommend approval of this peti ion at the March 6, <br /> 2014 meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is currently undeveloped and is located at the Southwest <br /> corner of US Route 36 and North Parkway Crossing Drive. The site was aimexed into the City <br /> of Decatur in July 1971 and the B-2 PUD Commercial District Planned Unit Development was <br /> approved by the City Council in May 2002. The original B-2 PUD was to include various <br /> commercial, recreational, office and multi-family residential uses. In June of 2005 City Council <br /> approved an amendment that eventually allowed for construction of what is now the Victorian <br /> Woods Senior Living Facility on Lots 13 and 14. Council approved an amendment that allowed <br /> for construction of The State Bank of Niantic on Lot Three (3) in Augu t 2008 and the last <br /> amendment was approved in May 2013 to allow for the construction of a laiger storage shed for <br /> the Victorian Woods facility. <br /> The petitioner proposes to amend the approved B-2 PUD in order to cons1ruct a one (1)-story <br /> 15,192 square foot office facility to be located on 2.56 acres in an area no slated for building <br /> construction as per the original PUD. The only access to this site will be from West Fountain <br /> Lane and there will be no direct access from US Route 36 or North Parkway rossing Drive. The <br /> parking lot setbacks have been reduced along US Route 36 and West Fountain Lane to no less <br /> than nine (9) feet and landscaping has been increased by 20 percent pursu t to the regulations <br /> for alternative compliance. The reduced parking lot setback along US Route 36 and West <br /> Fountain Lane will not change the essential character of the development as originally proposed. <br /> The landscaping as proposed for the frontage and parking lot meet the requirements of the <br /> Zoning Ordinance.
